Don Royal – President and Chief Executive Officer

Don has over 25 years of experience managing the corporate operations of CTAC as well as running Information Technology projects for programs within the U.S. Department of Health and Human Services (HHS), the General Services Administration (GSA), the Department of Energy, and NNSA. He holds a B.S. in Business Administration with a major in Accounting from the University of Tennessee.

Aaron Stowell – Vice President and Chief Technology Officer

Aaron has over 20 years of experience in Information Technology. He provides the IT vision and innovation for CTAC and its clients. He supports CTAC program and project managers and teams providing expert advice and technical direction on complex IT projects, and is the system architect for numerous Government systems, particularly in the Health IT arena at the U.S. Department of Health and Human Services (HHS).

Michael Kleinrock – National Security and Mission Oriented Business Services (MOBIS) Program Manager

Michael has 47 years of experience in the public and private sector. He serves as the CTAC Program Manager on a BPA with the DOE/NNSA, and on several Basic Ordering Agreements with the Federal Reserve Board. In his public sector experience, he has held numerous, diverse positions that included: program/project management; technical and engineering assistance; subject matter expertise in the areas of regulatory analysis/policy development, performance management/assurance, and process improvement; strategic planning; organizational alignments and restructuring; organizational transformations and change management; and human capital management and workforce analysis. He holds B.S. in Civil Engineering from the University of Arizona.

Paul Baz – Director of Business Development

Paul has over 14 years of experience in the technology sector supporting commercial and government industries. He is an experienced system administrator, network engineer, to business development/client manager. Mr. Baz has extensive expertise in digital marketing and enterprise solutions. He is committed to helping the government utilize solutions to cut costs and increase productivity, all while spending efficiently. Paul has become a strategic and trusted advisor of government clients.

Corey Doyle – Director, Business Operations

Corey has over 10 years of experience managing IT programs of various sizes and complexity at multiple federal and state/local agencies. He has experience directly leading system and application development teams as well as managing large PMOs responsible for every aspect of ERP implementations (technical and organizational development). He has experience not only executing project management functions, but also consulting with organizations on maturing their project management capabilities. Mr. Doyle holds a Project Management Professional (PMP), Certified Scrum Master (CSM), and ITIL v3 Expert level certifications.

Joe Salgado – Director, Capture Management

Joe Salgado is a professional with over 20 years of federal contracting experience. He has a diverse background, having successfully managed large technical sales and engineering organizations resulting in 100% year-over-year growth for organizations that he has overseen. Most recently, he has led complex capture efforts and large multi-billion dollar proposal engagements, captured over $30 billion in federal contracts, and maintained an 85% win rate throughout his career. Mr. Salgado has supported small and large business clients in strategic proposal and capture efforts, staff planning, proposal compliance and responsiveness, opportunity identification, strategy development, teaming agreement negotiations, technical compliance oversight, management plan development, and cost/price modeling. He has worked on a variety of prime contract vehicles including performance-based, IDIQ, and task order contracts.
