CTAC uses the ADDIE model as a guideline for building effective training and performance support tools. ADDIE is a systematic instructional design model consisting of five phases: (1) Analysis, (2) Design, (3) Development, (4) Implementation, and (5) Evaluation. Each phase is described below:

  1. Analysis - During the analysis phase, the instructional system designer identifies the learning problem, the goals and objectives, the audience’s needs, existing knowledge, and any other relevant information. Analysis also considers the learning environment, any constraints, the delivery options, and the timeline for the project.
  2. Design - The end result of the design phase is the instructional design document which generally describes the overall learning approach and format (i.e., instructor-led, self-study, synchronous e-learning, asynchronous e-learning, performance support tool, job aids); identifies instructional media choices; clusters learning objectives; and describes course exercises, activities, and assessments.
  3. Development -  The development phase includes the actual creation of the content and learning materials by courseware developers based on the instructional design document.
  4. Implementation - The implementation phase includes course roll-out once a walk-through and subsequent pilot of the course has been delivered and feedback incorporated. Some implementation issues to be addressed by the delivery team depending on the learning approach identified in the design phase include: establish the timetable for the course rollout; schedule the courses, enroll learners, and reserve on-site and off-site classrooms; notify learners and their supervisors about the course; select trainers and prepare them with a custom train-the-trainer course; arrange for the printer to deliver course workbooks to the class location; ensure all class locations will have internet-ready computers and arrange for laptops to be shipped when necessary; manage travel and expenses for the trainers and/or learners.
  5. Evaluation - The evaluation phase consists of (1) formative and (2) summative evaluation. Formative evaluation is present in each stage of the ADDIE process. Summative evaluation consists of tests designed for criterion-related referenced items and providing opportunities for feedback from the users. Revisions are made as necessary throughout the ADDIE model.
